Portugal attracted €6.7 billion in foreign direct investment in the first six months of 2026 according to Bank of Portugal data, a sharp reversal from the net outflow seen over the same period last year.
Of that total, €6 billion flowed into the capital of Portuguese companies and other entities, with the remaining €1.7 billion invested in property.
France was the single largest source of capital, contributing €7 billion, ahead of Spain with €1.9 billion. Both figures exceed the overall €6.7 billion total because FDI is measured as a net flow, and a €4.6 billion pullback in investment attributed to Luxembourg offset some of the gains made elsewhere.
The rebound comes even as one of the country's long-standing investment routes has been through a year of change. Golden Visa eligible investment funds took in €283 million in new subscriptions between January and May 2026, according to the Portuguese Association of Investment Funds, Pensions and Assets (APFIPP). That compares with €94.7 million redeemed from those same funds over the same period, close to three times less.

New capital entering at roughly triple the pace of outflows suggests the route is still attracting fresh interest, even as some investors, many of whom put capital in during the previous 12 to 18 months ahead of changes to the Nationality Law, opt to exit.
Paul Stannard, chairman and founder of Portugal Pathways and the Portugal Investment Owners Club, suggests the figures point to a programme doing the job it was designed to do. "Golden Visa capital keeps finding its way into Portuguese businesses and the wider economy, and that's exactly the kind of investment the scheme was set up to encourage," he said.
