Portugal has reinforced its reputation as one of Europe’s most attractive locations for foreign direct investment (FDI), ranking ahead of countries such as Switzerland and the Netherlands in a major new international survey.

According to the latest Ernst & Young (EY) European Attractiveness Survey, Portugal ranked ninth among Europe’s most attractive destinations for FDI, highlighting the country’s growing appeal to international businesses and investors.

The report also identified Portugal as one of Europe’s leading locations for emerging technologies, placing it among the top five countries for artificial intelligence and data centre projects in 2025. The result underlines the country’s increasing importance as a hub for innovation and future-focused investment.

In addition to attracting major projects, Portugal continues to deliver strong economic benefits through employment. The country ranked eighth in Europe for job creation linked to investment projects, with a total of 11,591 new positions generated.

A number of factors are contributing to Portugal’s continued success in attracting international investment. These include a highly qualified workforce, a competitive business environment, excellent transport and digital connectivity, and a strategic position linking Europe with global markets.

Portugal has also built a strong reputation in sectors such as technology, renewable energy and cleantech, helping to attract companies seeking opportunities in high-growth industries. Combined with economic stability and an enviable quality of life, these strengths continue to enhance the country’s international appeal.

Paul Stannard, chairman and founder of Portugal Pathways and the Portugal Investment Owners Club, said the latest rankings reflect a broader trend that has been building momentum in recent years.

He said: “Beyond the impressive investment figures, what stands out is the country’s ability to combine innovation, talent and stability in a way that is increasingly rare in today’s global economy.

“We are seeing growing interest from entrepreneurs, business owners and international investors who recognise Portugal’s long-term potential.

“Its position among Europe’s leading destinations for both investment projects and job creation reinforces the country’s status as a forward-looking economy with significant opportunities for growth.”

The latest findings add to a growing body of evidence highlighting Portugal’s rising profile on the international stage, as businesses increasingly look for stable, innovative and well-connected locations from which to expand their operations.
