Portugal's high-end residential market is entering a new chapter of expansion, with demand for luxury new-builds continuing to outpace supply across the country's most sought-after destinations.
The latest Property Market-Index Portugal Hotspots Report 2026–2027 reveals that affluent international buyers are increasingly targeting premium developments across the Algarve, Lisbon, Cascais, Comporta and the Alentejo coast, drawn by a compelling combination of lifestyle credentials, investment fundamentals and a chronically constrained supply of new homes.
Yet that supply constraint is increasingly difficult to ignore. New-build completions averaged around 21,000 homes per year between 2020 and 2024 — well below historic norms — whilst property sales have consistently exceeded the rate of new construction. The gap is most acute in the luxury segment, where international buyers routinely find themselves competing for a limited pool of high-quality residences.
The pressure on supply is reflected in pricing. Median property values reached €2,025 per square metre in 2025, representing annual growth of 17.9%, significantly ahead of the European Union average of approximately 5%. The report anticipates further price appreciation across Portugal's leading luxury markets through to 2028, cementing the country's position as one of Europe's strongest-performing residential sectors.
The Algarve remains the undisputed focal point of the luxury market, with Quinta do Lago, Vale do Lobo, Ferragudo/Carvoeiro, Lagos and Vilamoura all ranking among Portugal's highest-rated property hotspots. World-class golf, beaches, wellness facilities and well-established international communities continue to attract a growing pipeline of premium developments to the region.

One Green Way in Quinta do Lago — a gated community of contemporary villas and apartments built around privacy, sustainability and resort-style living — is among the more prominent recent examples. Elsewhere along the southern coast, Palmares Ocean Living & Golf in Lagos and Quinta Heights near Carvoeiro illustrate the breadth of high-end residential projects now coming to market.
Lisbon and its coastal hinterland are similarly buoyant. Prime neighbourhoods including Avenida da Liberdade, Lapa and Príncipe Real continue to attract international buyers seeking modern residences within historic surroundings, whilst Cascais and Estoril offer a distinctive blend of coastal living and easy access to the capital. Luxury new-builds in Lisbon's most desirable districts can command values of up to €12,000 per square metre.
Beyond the established hotspots, destinations such as Comporta, Melides and Tróia are drawing growing attention from high-net-worth individuals in search of exclusivity, privacy and a stronger connection to the natural landscape. Strict planning controls, low-density development and limited land availability are all contributing to long-term value support in these emerging markets. Spatia Melides on the Alentejo coast is one development that has attracted particular interest in this space.
With foreign investors accounting for a significant share of overall real estate activity and demand continuing to grow from buyers relocating from the United States, the United Kingdom, Canada and further afield, Portugal's luxury new-build market looks well placed for sustained growth in the years ahead.
