Portugal’s reputation as one of Europe’s most desirable destinations is now firmly established — not only among tourists, but among high-net-worth individuals and international families seeking security, mobility and long-term value.
In an era defined by political shifts, economic volatility and regulatory change, affluent investors are increasingly prioritising jurisdictions that offer stability and strategic flexibility. For many, Portugal answers that brief, serving both as a primary base and as a prudent ‘Plan B’ within the European Union.
Residency investment with tangible impact
A cornerstone of this sustained interest is Portugal’s Golden Visa residency-by-investment programme.
By committing a minimum of €500,000 into one or more eligible alternative investment funds, applicants gain visa-free access across the 29 countries of the EU Schengen Area. The programme also requires a minimal physical presence — just seven days per year — while allowing investors to spend more time in Portugal should they wish. After the qualifying residency period, participants may apply for permanent residency and dual EU citizenship, securing a second passport.
There are additional fiscal considerations. For non-tax residents — defined as individuals spending fewer than 183 days per year in Portugal — any potential gains on Golden Visa fund investments are tax-free.
The wider economic effect has been considerable. A recent report from the World Digital Foundation found that the Golden Visa scheme has attracted more than €9 billion in direct investment, generating an estimated €54 billion in broader economic impact.

Paul Stannard, chairman and founder of Portugal Pathways, said: “The Golden Visa was introduced to stimulate foreign investment and attract globally mobile talent.
“More than a decade later, its evolution shows that the programme’s real success lies in the ecosystem it has built: a globally trusted residency framework within the EU and Schengen zone, a magnet for internationally mobile professionals, and a generator of investment into productive sectors.
“The programme’s credibility has also enhanced Portugal’s global reputation as a ‘Switzerland South’ — a stable, transparent, and lifestyle-driven hub for high-net-worth individuals and family offices.”
Prime property market shows resilience
Alongside residency investment, Portugal’s high-end property sector continues to perform strongly.
Data from Statistics Portugal, via its House Price Index (HPI), recorded a 17.7% year-on-year increase in residential property prices towards the end of 2025. Market forecasts indicate that values are expected to maintain their upward momentum throughout 2026.
Paul Stannard added: “These figures indicate steady momentum in values, reinforcing property’s role as a reliable store of value for homeowners and investors alike.
“We saw a significant uptick in demand for luxury real estate, especially new homes, in Portugal last year, and it already looks set to be another busy year in 2026.”
With strong fundamentals, EU access and a lifestyle offering that consistently ranks among the best in Europe, Portugal remains a compelling proposition for internationally mobile investors seeking both security and growth in 2026.
